About NYC's Worst Landlords
StreetSmart analyzes violation data from NYC's Department of Housing Preservation and Development (HPD) to identify landlords with concerning track records. This list shows landlords ranked in the bottom tier based on violations per unit across their entire portfolio.
How We Rank Landlords
- Portfolio Analysis: We look at all buildings owned by each landlord, not just individual properties
- Violations Per Unit: We normalize by unit count so larger landlords aren't unfairly penalized
- Violation Types: Class C (immediately hazardous) violations are weighted more heavily
- Minimum Threshold: Only landlords with 3+ buildings are included to ensure reliable patterns
What to Do If Your Landlord Is Listed
Being on this list doesn't necessarily mean every building they own is problematic. Here's what to do:
- Check the specific building you're considering on StreetSmart
- Look at recent vs. historical violations (have they improved?)
- Read tenant reviews if available
- Ask current tenants about their experience
- Document the apartment condition thoroughly before moving in
